The reason why the Joker is the greatest villain of all time in my opinion is his ability to adapt and reinvent himself. This is something that becomes obvious over time. He never acts the same way twice and never has the same goal twice. He is always changing. One moment he is a happy and playful clown, tricks and traps with a comic genre. Other times he is simply a Nihilistic, Sociopathic/Psychopathic, Crazy Terrorist with a desire for mass destruction just for fun. Sometimes he is a cult leader gathering thousands of followers to serve his goals. Other times he is also a Gangster and Crime Lord with the goal of dominating Gotham's underworld because that is who he is. The personification of chaos and unpredictability.
What makes the joker the perfect villain is that his personality and motivations evolve over the decades so much you can’t pin him down with one label he’s everything you want in an antagonist. The character has been funny,scary, charismatic, sadistic, and even tragic sometimes. He’s introduced in the golden age pretty much pure evil but later became a goofball just wanting to have fun messing with people. Eventually dc combined the two and made an unhinged clown with deadly jokes. And of course there’s the killing joke that introduced the idea that underneath the laughter he’s lashing out in nihilistic despair.
The Joker is someone that makes us both laugh and frightened, often simultaneously, and so he can be really fun to read despite knowing how evil he is because you want to see what he'll do next or if he'll get caught before he can pull off a scheme. Bateman, on the other hand, is a great villain for the opposite reason: evil is a way for him to distract himself from his miserable everyday life. He could be killing people or just fantasizing about it, but either way, his existence is miserable, and he can never fill the empty void in his heart, and he knows it. While the Joker is colorful and whimsical in his depravity, Bateman is purposely written to be as infuriatingly boring as possible to show how, no matter how rich or successful he is, he can never truly be happy.
It *is* close between Joker (comics) and other villains in evilness. In fact, I think there are fictional villains more evil than him that aren’t just Judge Holden, AM, & The Qu.

Plus, he also turned Ted (who killed the other 4 humans to put them out of their misery and save them from AM’s torture, and thus is the last human alive) into a blob that can only think and cry, so he could torture Ted for eternity (which he actually does and gets away with).
@@Axson_Cinemathe best villain in all of fiction is Magneto. Joker is overrated to me. Magneto has pathos, tragedy, & motive. It takes a whole team to beat him.
Yeah Magneto is also amazing no doubt about it and joker is a different type of villain while magneto is more of a tragic one because of his past, joker is a character pushes his protagonist to be better they both do different things for the story but are both amazing 🤝
Yawl must be young. Jack Nicholson is the best live-action Joker, Jack was actually like Joker from the comics. Ledger put on a great performance, but he was not a comics accurate depiction. Mark Hammil IS THE JOKER 🃏

I consider Patrick Bateman (the novel version) to be just slightly worse.
