That is a good question. Nobody ever asks. Seat sizes and seat belt lengths vary depending on the plane and airline. You can see the exact measurements of the seats on the flight you are going on in seatguru.com
There are airplanes with smaller seats and some that are more spacious.
For very big people, I've seen them get 2 seats. And I have seen several people get seat belt extenders. People flying with a toddler are usually given an extender. You just have to ask. You can also buy your own extender but you run the risk of it being taken away when you go through security. And finally, some airlines give you the option of paying for wider seats, like with Iberia or in Premium Economy of Lufthansa, for example. And of course you have Business, too. You have to compare prices for these. Oh, one more thing, do not get the seats at the emergency exits, because although they have more legroom they do not have extra width, the armrests are fixed and there is no wiggle room. I hope this helps.
