I believe Wray wants to be out of his position as Head of the FBI. It's a slow burn...out. yet leaving enough hints. Like he did about Biden being under investigation. And not being able to speak about it because Biden IS under investigation.
This is like getting called to the principals office and getting excoriated for an hour, then when he's done you go back to your buddies and laugh about it and go back to what you were doing before. Nothing changes.

I worked in federal law enforcement for 22 years.
We had several rules about the FBI.
First we called them our Friendly's But Ignorant colleagues.
Second, when they said they were going to help, it meant that they'd show up when the work was done and set up an FBI podium and claim they did everything with a little help from others.

The FBI has to be rooted out from the top down, there are no doubt still a lot of good people who want to do their job, no matter where it leads, but are not allowed because of the hierarchy

That is the crux of the problem, yes, but how do you reform the upper strata of the organization when they and the President are protecting each other and Congress has no independent enforcement arm? It's similar to when Andrew Jackson ignored the Supreme Court's ruling and they could do nothing. There are no provisions in the Constitution for when the Executive branch goes rogue except elections and impeachment. Too much power has been freely given away by Congress to the Executive over the centuries. This is exactly the situation that the Founders were trying to avoid by having a written Constitution. It didn't work.

So the FBI can investigate everything or ignore everything, depending on the investigator(s)/directives. Can then bring any charge against anyone, combine charges, make up new ones, at any time and for any reason. Then is never held accountable and doesn't have to give conclusive testimony/answers because of the excuse "this is under investigation, etc/etc". Sounds like a power with absolute authority to shape/mold whatever they wish in society as they see fit through fear of persecution.

I had the privilege years ago to go through FBI training on how LE are to artfully respond to the press questions. They did an incredible job how to side-step everything and to stay away from answering any question you don’t want to answer through various legal garble deflecting techniques. Obviously they follow their own training on evasiveness’s.
