Most of these are probably cut content from the final game, that they didn't have time to finish or was too buggy or difficult to implement. Others, like the bank in Armadillo, are remnants of RDR 1 since Rockstar re-used the whole map (even Mexico) from that game.
this is why that rdr 2 never ever run out of a details and its still fun to play & open world.
