Basically, the game assumes that you were running from them and causing a lot of damage to the city and police cars. In addition, the game intro forces you to escape a pursuit, so they might have a warrant out for your arrest.

While the real reason I was pulled over was due to how the game has a universal speed limit of 64 mph, (as I mentioned in the post you replied to) it is an illegal traffic stop if I am not doing anything illegal, unless they have reasonable suspicion that I am. In this case, the player might have a warrant out for their arrest and the Palmont Police could have a description of the vehicle because of the chase that you must escape from the police at the beginning of the game. However, with the game mechanics the police don't chase on sight of recognition of your car until (I think) Heat Level 4.

False. If you are arrested for speeding it is at 25 mph or 30 mph or higher over the speed depending on the state. This is labeled as criminal speeding. However, even if you speed by that much or more you still may not be arrested. I wasn't even speeding in this though.

The game doesn't take it into account, but the BMW GTR is not a street legal car. The cops also chase if you are at Heat 4 or 5 on sight simply because they recognize you as wanted.
Yeah, the police radio will describe almost every car you can drive in the game with color and make of the car. Sometimes model also. That is only decoded by what car you are driving and has nothing to do with your Heat Level though. As far as being chased again on sight, the cops only do that when you have a 4+ Heat Level. If you are 3 or lower they won't chase on sight, even if you they were just chasing you a moment ago but you just finished cooldown. (In cooldown though they will chase again on sight, as you haven't "escaped" yet.)
