I think it also shows what Stormfront has done to him. He seemed capable of reason before, but you can see the second he looks away, he already makes up his mind on what hes going to do. Hes not sad, or distraught, but cold and calculating. What he feels is secondary to what he is trying to accomplish. We could see this earlier, how Stormfront is slowly removing his humanity(like the pain of his childhood) to make him her tool
I truly believe that Homelander wanted to spare Ryan from going through what he went through.

Homelander is a monster but I think he had a point. Ryan did need to experience the outside world in order to grow up into a more well rounded person. Rebecca should've let Ryan experience some of the outside world and get more in touch with his super power side. She could teach him the responsibility of having those powers. Instead he had to learn that responsibility through killing his mother and crippling stormfront. He learns about the good in using his powers to bring down someone bad and the dangers it can have on people he cares about.
No. It's only when evil homelander came into his life everything got messed up. Homelander only cares about himself. He only sees his son as someone to keep him from being lonely. Homelander raped the mother of his son and then has the audacity to tell her she is not a good mother. Homelander is a gaslighting narcissist and extreme hypocrite. She isn't really allowed to go outside since she is basically a prisoner of Vought and in protective custody. It's not like she wanted to keep him locked away.

This is an unpopular opinion but I genuinely do think Homelander loves Ryan and not just the idea of a ‘thing’ loving him unconditionally. Because when you narrow it down Ryan essentially IS him and a younger more innocent version that has a chance not to turn into the tragedy like Homelander himself. The scenes he shares with Ryan are some of the most human and scenes like this seriously demonstrate that Homelander DOES not want him to undergo the sudden culture shock of the outside world that he has to endure in fact he was willing to even compromise with Becca at this point until Stormfront manipulated him. I think raising Ryan would definitely make Homelander more human maybe even a better person but obviously he’s destroyed that right and being a parent and proper role model is something that needs to be earned and it’s just too much of a gamble letting the two getting aquatinted further give HL’s track record. Homelander doesn’t deserve that happy ending either, he needs justice for his crimes first.

Yeah it’s never easy to raise a kid with superpowers I think Ryan is more close to be like the Superman instead of homelander but still homelander want a son who could follow his footsteps but not having the same childhood as him and rebeca don’t want her son become like homelander or billy so she try to raise Ryan as much pure and innocent a kid can be so he could grow like a normal or “good moral” person. In a third thought maybe butcher could be the most appropriate to raise Ryan.
