General Martin seems like a smart guy and I hope he noted the discontent from the audience after he answered the question about the 'top-down approach.' When incidents of SA happen, there very rarely seems to be any accountability held towards senior officers. For example, after the murder of Vanessa Guillen, neither the three-star general in charge of Fort Hood nor the two-star in charge of her division were discharged from the army and are still serving. Commanders need to be told that if repeated incidents of SA happen under their watch; or if they are found to have covered up/ignored any accusations of SA they will be held accountable and their careers are done. I think you'll be surprised how many generals will implement strict 'zero tolerance' policies once their own bacon is at risk!
