It's the impurities in water that make it conductive. Pure distilled water is a much better insulator. I'm picking it wouldn't make much difference though as the substances in the gel are probably conductive anyway.

In consumer terms anything over 48v is "high voltage" as average joe isn't trained in the handling and safety of higher voltages. Now all of this applies to AC, DC is another monster entirely.

Andy, you need a camera with a CCD sensor, CMOS sensors are crap for this kind of thing due to their rolling shutter.

I love how at 100KV, the camera can't even show the spark because of how bright it is.
It's more likely due to how fast the spark is and the relatively slow frame rate of the camera he is using.
