it based on the hardness of the bowling ball. at PBA level(pro level) certain urethane balls are banned because they do not meet the hardness requirement and if i was in the PBA i wouldn't be allowed to use my pitch black but since storm now released this ball that meet the hardness requirement can be used at PBA level tournaments. but you can use those so-called illegal urethane balls at leagues or tournaments that arn't sanctioned by the PBA unless that league or tournament has their own rules stating X balls arn't allowed to be used.
