I'm no plumber or concrete guy, but concrete can interact with metals and cause them to corrode. I would of sleeved that water line with some kind of protective tubing or coating. An over-size tube would have helped any future repairs if the line had to be swapped out.

It depends on how much concrete you need to mix if it's less than 1 yard just hand mix

fyi to go from cubic feet to cubic yards we divide by 27 cus there are 27 cubic feet in a cubic yard.
