It's not illegal to use the PA, it IS illegal to have or use the sirens so it's best to have it scratched off and not hook the siren wires up that way when you get pulled over and the police tests your PA it won't play the siren.
I had this one in my 08 tundra and removed it when selling and just installed it in my 24 tundra and was able to mount the speaker to the driver side rad support bolt and the ac line support bracket bust had to bend it down to clear the hood and I ran mine into my center console so it’s not seen but can be used by sliding the little middle piece back!
Shouldn't be at all most people mount them under their front bumper or get a kit that goes where the spare wheel goes, mine is under my front bumper and doesn't have any issues but mines a custom set just depends on the quality of the product

There’s not an airbag at the knees where you mounted the device? I got a 16’ tundra and had to mount it next to my right leg.. if there is one where you mounted it. You might want to move it so it doesn’t blow out your knee caps if it has to deploy.

If you turn the siren while driving it’s illegal, I think it’s illegal if you do it when park in public, private property it’s legal
