His city is laid out like my first game of city skyline. Just districts for schools hospitals entertainment, a fucking district for fire services. Imagine getting from the residential zone to school district. Youd have to go round the whole city. What a mess.
This is pretty much his first city skyline run. He’s just rich/influential enough to have his first playthrough in real life. Honestly if you played more than 1 skyline run you would have more experience in city infrastructure than akon does.

I would say something about the traffic this separation would generate, but he doesn't even seem to have transportation planned out. Also, there isn't much flexibility in this plan.
