This project was doomed from the moment the imagery of what Akon envisioned to be his ideal African city was revealed. This is a top-down vanity project. There's no sense of community to be seen in the garish, comic book architecture. It's a city designed like an amusement park, rather than a place to call home--unless you're an egomaniacal entertainment mogul with scant understanding of economics.

We called this years ago on his interview with VladTV. He’s essentially doing what a lot of African leaders do.
1. Borrow money from China (or other country) to invest in projects.
2. Pocket the money and don’t deliver on the projects.
3. China eventually comes to recoup the money they loaned.
4. And when the money can’t be paid back China now owns the assets.
But it doesn’t matter to Akon because in his head “Senegal would fail anyway so I might as well take care of myself and family while I’m here.”

I live in South Africa and have heard these pie in the sky visions if state of the art "cities" before. I always think "I believe it when I see it." Some are great at talking and dreaming, not so much at creating and building.
Should be noted, the Chinese are extremely interested in rare earth minerals in Africa. That's why they want control of land there.
I'm in construction management in America where we have large amounts of concrete plants and metal supply companies. Aint no way in a million years you can build all those large structures in 4 years. It took 12 hour days 6 days a week with night crews for pours and finish work, just to build a 19 story mid rise in 16 months. Aint no way brother.
It be done it would just require more man power to build it quicker.

If I start a city, it would be a city with classical architecture, great public transportation, great walkability, and more of a rebuilding of an abandoned city than a new city. Low cost of living, and an emphasis on happiness, not on economic growth.

In the whole world there's about 2 million fatalities yearly from air pollution alone, most of them in China and India. Meanwhile WHO reports 180,000 fatalities due to burns, so I also doubt the entire Senegal is burning out of control by kerosene lamps. Even Rome didn't burn that badly in 64 AD.

The same is with the fire department district. You can't divide all things by districts and shove them together. That's horrible!
