Combat Sambo/original Sambo military hand to hand combat system was MMA 80 years before the UFC ever existed. As Fedor & Khabib have proven both arguably being GOATs for their weight classes & open weight.. Combat Sambo is the best base for MMA not wrestilinh which lacks its inumerous throws, KO & submission capabilities.
it's like to say that mma is the best base for mma. also, wrestling gives the greatest number of elite mma fighters. Combat sambo rarely provides champions. check on how many sambists did not perform so well, rather than focusing on exceptions to prove a point (and also, both Fedor and Khabib were grapplers too).
