As if he were blindsided, and had to find the least discriminating words. I'm not a psychiatrist, but I do have some employees and there is a difference between the people who don't tell me all the information, and the ones who keep it straight for the sake of progress. Depending on the questions, this guy fluctuates between the two. There are plenty of good people who go along with bad ideas just for the sake of keeping their jobs. This administration has plenty of people who are less competent, but more willing to just go along.
