I ran the transportation division for almost 7 years. We had to constantly step in and challenge medical orders for modified restraints. The doctors were constantly intimidated or manipulated into writing medical orders . On occasion I would have to order my men to leave the prison without the inmate. I’d then call the warden and tell him/her they now own the trip due to the lack of oversight and supervision of their medical staff.
Also, the way the fleeing subject kept his culdasac hair (bald on top) longer and fuller on the sides and back of head) makes him appear less thuggish vs if he had shaved his entire head.
I'm retired after 25 yrs. the dept I worked for policy wheelchair or not the inmate is in shackles,, cuffed with a black box, both officers are with the inmate at all times, both officers are armed and with radios, and the inmate isn't brought in through the front door, always through the back way in
Pay attention. Your outside the walls. Who cares what this guy's talking about. Focus on what your doing. Not sure the time of this officer but he's not a vet.
