A very good question! 'I allot most of my time to teaching English' is better, as you allot your time to an activity, to doing something. 'I've got no time to waste' is different, as it is a different verb. It is hard to explain if possible at all. Sometimes you just need to remember some constructions and that's it, in this situation I think this is the case.
In 1950s , many of our contries' leaders study at Russia. And our foreign language at school was Russian , not English . But at the latest 30 years , more and more people study English

When you study ANY foreign language unfortunately the question 'why' cannot always be answered properly, so in this situation I don't know how to answer this question. If you say лет everywhere, people will understand you but you will sound funny. A similar question would be 'why are there two verbs in English which have a similar meaning - make and do? Why not use make everywhere?'
well, I think i have an answer. first its make the language very intresting and flexible.and if you intresting in litratture: writing songs or storeis its very usefull.its not only in noumbers...

But why we have all those diferences ГОД ГОДА ЛЕТ? Why not use just ЛЕТ for all numbers? Sorry if my question is silly I'm new to Russian!
