To be honest. Raven Queen is disgusted by undead, not really about resurrection. And even then, Othrax stole Percy's souls. Bringing him back and letting him live his live to the fullest - and making a beautiful memories, is something she would appreciate more than letting human soul rot under control of a demon.
Personally, the way I saw the scene, it wasn’t so much that she was against reviving Percy, more like she wanted to warn Vax of the consequences of messing with the dead. Compared to the original campaign, death is treated much more serious and final in this show. Ressurection magic is very rare and also much more risky to use compared to the revivify or true ressurection spell in a DnD game.
Maybe it was a VA thing? Weird as well we barely got to see her react to everything - seeing Whitestone destroyed *again*, then losing her only family.

@sirith9157 Yeah I'm a bit put off by her response to Vax, she's definitely more understanding in the campaign. So is the Everlight!

They have limit of 30 minutes per episode and 12 episodes per season, that was nature of writing script.
