Fitting the Navitas with mining lasers comes from it being the Gallente mining frigate back before the Venture was introduced. Every empire faction had one, and they mostly became the T1 logistics frigates (except Amarr, where for whatever reason they made the Tormentor another laser combat frigate and sacrificed the former missile frigate for the logistics role). There is one big error and omission here, though - the Hecate has nothing to do with the Catalyst; instead, the T2 version of the Catalyst is the Eris, which is the Gallente Interdictor, and which you don't mention at all.

I do ratting and lvl 1-2 missions with Catalyst. Works in lowest lvl abyss too. The fit is similar but in high slots is a full stack of 125mm's + plutonium. Gives a 138dps and falloff at 20km. Sure, not the best tool for a job, but at 2kk isk it's cheaper than a paperclip. ps. basically I've picked it because my game-buddy was hell bent on flying it. And I had Gallente skills. So I've learned it and then had to teach him how to fly... "Big sigh" :)

On the Hecate you forgot to say you could get more DPS out of it by overheating :)
