He hits the nail on the head with Neoliberalism and using meritocracy and "diversity" as a shield to prevent a closer look at the increasing classism and increasing income divide in the US. i think he's talking about the way that modern neoliberalism seeks to remove that connection in the way we see those 2 things being connected. of course they're connected, but modern fake-anti-racism or very "showy" anti-racism seeks to make everything "look" fair, so they can deny the connection of race and class, and deny the material causes of that connection, deny the history of racism, etc.

He is just pointing out that Neoliberals are using diversity and meritocracy as a shield to hide the fact that the class and income divides are getting worse, and this not only includes the black people that were already poor but more poor white people too. They have the tokens that can get into college and be "represented" but as a nation, we are getting poorer while the top 10%, especially the top 1%, get a larger and larger slice of the pie, but "yay diversity".
