The A-10C has Missile Warning System (MWS) which can detect the launch plume and burning motor of a missile. Any missile launch will trigger a warning, including friendly missile launches [at anything else]
I don't exactly remember if they changed the SA-3's floor, but yes a.) going under a SAM's tracking radar floor, b.) masking yourself inside a valley, c.) putting something between you and the radar all works. Note however that each SAM has different ceiling and floor, newer more capable ones typically have floors only feasible by a helicopter

I'd say that you're totally F-ed if your RWR goes quiet, cus that means your plane's systems are failing
