I would question whether Romanian generals were loyal to Germany in 1944. I would suggest the King's problem was that he feared too many may have been too loyal to Antonescu. He need not have worried. The Germans noted that the Romanian generals remained "könig treue". Even Antonescu was looking for a way out of the German alliance, but rather too slowly.
It's the same difference if the generals were too loyal to Antonescu because the dictator was so committed to the Germans. He made some half-hearted attempts at negotiating an armistice, but nothing serious. Even the day he was arrested, he still held unrealistic expectations of conditions to obtain from the Soviets.

Also the German high command placed Romanian 3rd Army on a front too long to defend. It was the German high command that underestimated Soviet strength. What "coused" Stalingrad was German failure to withdraw to a sensible defensive position before the Soviet counter-attack on Nov. 19.

Finland did not "switch sides" in WWII. They made peace with the Soviet Union in 1944 but they never attacked the Germans.

There were a number of Romanian units that fought to the last man at Stalingrad.
