Had to watch it a couple of times but yes you're right she didn't come to a complete stop at the stop sign she slowed down but then kept going

So that's 4 offenses not stopping at stop sign and not giving way to oncoming traffic.....& reckless driving because she nearly hit the other car. Also nearly tried to blind the driver she nearly crushed into flashing her high beams

STOP means you come to complete stop, not just slow down.
