A fun gimmick you can do is get haul gauntlets, a welder, and radio disrupter. Put people in the locker, (They can't escape when you have the gauntlets on, whether the locker is welded or not) weld the locker, disrupt their radio and throw them out in space. (preferably near the airlock so you can still disrupt their radio) and bam! It's worked out really well for me, I've gotten heads and security killed easily by doing it.
What are haul gauntlets?

No real goal for the shift for nonantags. Everyone just grab and nurture their gimmicks that get unanwsered. Station is already pampered with everything you need.
I know its hard to make a dinamic system that adjusts the goals and equipment with the amount of players and other things.
