Secret Service, local police, Pennsylvania State Police and FBI in Pennsylvania failed miserably to stop this attack. These agencies are investigating; are they willing to admit their failures? How could this rooftop not be secured?? Several reports have surfaced that citizens tried to inform law enforcement of this shooter on the rooftop several minutes before the shooting occurred. If this is true, then someone needs to be fired and investigated.
This conference was worthless, I watched it live. It's too soon after the fact, and there isn't enough information yet for a useful conference

People did see something. The shooter. They even tried to notify law enforcement.
“Tried” means they did not inform law enforcement, which they did. Various different people informed several different cops. ALL of them failed to do anything with that info in the 3-5 mins they had it. Hard to think that there could be so many different cops and secret service that could honestly be that bad at their jobs all in the same place at the same time..

Your a bit slow, people were telling the cops and secret service there is a guy on the roof and nobody did anything till shots were fired. There was a 5 minute window from the first public person alerting the police and a second @ 3 and a galf minutes. This tells me the authorities knew.
There was a four hour gap between Trump learning about a security breach at the Capitol on Jan 6 and him doing *anything* about it.

Ballistic shields are useless against rifle rounds at least the folding concealable shields.

He did have a ballistic shield, it was the pile of SS agents on him trying to escort him away while he held them up to do poses for his campaign pics.
Because SS agents need to have both of their hands free, their bodies are the shields they use to protect their protectees..
Also a level 3 Ballistic shield (rated to stop rifle rounds) weighs about 17lbs, and you can't move effectively with speed lugging a large shield that is also obstructing line of sight to any threat(s)..
