Why does power factor of a motor vary as the motor spools up? And how do you calculate the optimal capacitance values for parallel start and run caps? Is it just based on empirical power factor observations for a specific motor during startup?

I don't know for sure. I would assume it has to do with the counter EMF being different at different speeds
