The oil filter has a orifice hole in the center pipe that governs amount of oil flow leaving to return to pan or to governor.
hay Billstmass why is there a bit of OIL on the floor under the tractor might need to look at the plug if it is tight or not.

Why not just run your oil line up over the cylinder head over to the governor instead of routing it in front of the head where there's limited space?
