from what i've found about the power landlords have, Jeff should be happy the slumlord doesn't increase his rent for having cleaned up the place. Also, while replacing things like the sink seems small and insignificant, i believe the slumlord can sue Jeff for replacing the sink. The slumlord has so many laws and things protecting them meanwhile this is why "renting" was appealing in the first place. What they don't tell you is once you start renting, the slumlord can increase your rent. And good luck winning in court over whether or not their in an "incorporated area" which apparently is subjective and vague.

Little tip when touring an appartment before renting it: Dont just visit it. Try out a bunch of things, and ask to move some things around to inspect yourself. Here are some good examples of things that may reveal alot while not being too difficult or intrusive to do: -try out each faucet, hot and cold water. Check if hot and cold water functiond for shower, bath, and sinks -ask to move some kitchen appliance. Ask to pull away fridge and/or oven to see behind and under them. They are bug’s favorite spots. -if there is washer/dryer, as to see if dryer has a filter. If it isnt there then there may be buildup in the vent. Ask for the the washing machine to be turned on to see if it gets water. If there is a dishwasher, do same there. -try out the power outlets. -check that toilet works, if there is heating and air conditioning, ask to turn them on to see if they function. -ask to open closets in bedrooms or hallways. -check under beds -let water flow for a minute or two on each sinks, showers and bathtub in order to verify that the water drains properly. -check under sink cabinets for leaks -check windows, windowscreens, light up the dark corners of rooms with a flashlight to check for bugs, aswell as under couch. -try out opening and closing of exterior doors and windows, aswell as their locking mechanism. All of the above of course, you should ask tenant or landlord permission, but if the tenants and landlords have no hidden surprises to hide, they will usually let you check all thoses. Their goal is to rent it, and so, it is in their best interest to let possible renters verify the status of the appartment. Tenants and landlords who refuse usually have nasty suprises to hide. Additionally, ask to be shown the location of the following within your appartment -breaker box -cutoff valve(s) I dont recommend renting without a breaker box and cuttoff valve accessible in your appartment. Would any incident occur with wiring or plumbing, being able to shut them down prior to the damages to the building and your furniture being too disastrous is important.
Just so you know, if a landlord refuses to fix something, in SOME states you can fix it yourself and bill the landlord. I did this once with my freezer and my landlord was PISSED. There are some rules behind it, so keep a paper trail of every time you try to tell your landlord about the problem.
My school UCSD had so many suicides it was common for me to leave the lab and find a grad student writhing in pain on the sidewalk with blood and brain splatter after having jumped off the CS building at 3AM. Officially zero suicides! All covered up.
My college also stopped reporting crimes to us… because it was happening so much. People were getting catalytic converters stolen left and right. School security cameras weren’t even installed right. Police station on campus was relocated off of campus. Dumb stuff
I have also passive aggressively blasted music to teach a lesson to neighbors who consistently refused to STFU. In my case, it was Finnish death metal, and I was aggressively stomping and dancing around. They took the hint and I haven't heard them talk past quiet hours since.
There are laws against buildings having this horrible of living conditions. Maybe talk with a lawyer about possible solutions or do some research into local/federal housing laws. Hope this gets fixed soon, you deserve better!

I can't believe I thought an extra 300 (on top of 800) was unreasonable for rent. Water pressure, cleanliness, maintenance, and thick walls are worth 300 a month.
I gotta say one of the great things about living in the middle of nowhere (nearest interstate is 1 hour + away) is that my relatively meager government salary goes a lot further. For less than $1500 I’m renting a completely brand new apartment right across from a Harris Teeter. It’s a little less than half my monthly pay, but well worth it apart from the hot water heater being pathetic.
Btw for all renters you havr rights and any problems you tell tour landlord about that they don't get fixed you can hire people yourself and take the cost out of your rent and if they try and fight you on it it's one of the easiest court battles ever.
10:45 just run the water regularly for like a month, or until you start to see new mineral deposits on your faucet the water is safe to drink once a layer of scale forms inside of the pipe, same reason lead and PVC pipes aren't a health hazard.

I do, however, believe that whatever kind of negligence the landlord is exhibiting HAS to be illegal, and that literally as soon as you can afford it I would _highly_ reccomend finding whatever government agency can force the landlord to fix things, and promptly telling them to do so. I don't believe it's lawful to have chunks of rust coming through your tapwater.
To be fair, it's 800$/mo. And it was nice of you to deep clean the apartment for the landlady. As for the faucet getting clogged, can you get one without any filter (I.e. one that's like a hose spigot?) From there you could probably use a brita filter to take out the smaller and bigger particles and have water readily available. Also, would some sort of sound deadening foam be an option for noise? My on campus living was terrible freshman year. Dick heads above me would party every Tuesday and Thursday. The RAs would do nothing about the hard liquor and beers just chilling in their foyer every time they were partying. After that I moved into a decrepit house built in the 1920s for 385/month + electric and that place was average but the traffic noise was horrible. Now I'm in a fairly nice apartment which never responds to maintenance requests but at least everything is fairly modern and usually not broken. (Don't ever rent from goldmark btw).
the sink issue is bad yes, but by far not the worst thing to have clogging your sink faucet personally, here at my dorm, the sink has enough calcium buildup to classify as a bone and i use it for nothing more than washing things that arent me
If the apartment really was this bad, I'm certain you could have taken pictures and gone to the LL and authorites to sort out legal troubles. It's a problem to let such hooligans who were the previous renters loose, as much as it is to let the LL off the hook for not even checking on the condition of the apartment before you moved in.

Bro my school is kinda a mess and my apartment is better than that. Although the previous tenants did abandon the place a didsaster, although now i know it couldve been worse, (We have on campus off campus apartments, which are school-sponsered off campus apartments) they're great. I love them. That said, we can hear ANYTHING from outside the apartment. Thr place smells like weed, and there's constant parties blasting noise but I have headphones and the less than 5 minute walk to class makes up for it.
