I feel like there should have been a dash meter to which the player could have used for a speed boost. Speedy is known for his speed, but it feels awkward that he's speeding up only in slopes ^^;

No, it was released. I used to play this a lot as a kid. I never owned any Sega systems, so it was about as close to Sonic as I got.
