I know this gamemode isn't canon but since Hale lost Mann Co and Gray Mann is still alive it's most likely during/before Mann vs Machine but if it was during MVM it wouldn't make sense because Saxton was there helping fighting the bots (unless I'm miss remembering). So this must be that Gray Mann payed them enough to where they wouldn't need to take Saxton's deal of their job back.
