Yes they are Relic was part of the Source Wall at one point and eventually was freed. They are apparently aware. Nearby are chained Promethean Giants, they take 1 billion years for a single heartbeat. There are living things at the Source Wall.
The statues are known as the Promethean Giants, and are literal LIGHTYEARS tall. They are alive, but cannot move, and can only communicate telepathically, crying out in pain from being trapped for so long. Some of them are so immensely huge that it takes billions of years for them to hear their hearts beat even once.

I want to combine Martians with Kryptonians.
