EPA and ARB are NOT "legislative branches" even though they act like it, and frankly, government lately have given them a lot of lead way to do so, they are still Enforcement Agencies.
    Thanks for another informative video.

Well legislation essentially defines as "make law". Both the CARB and the USEPA issue directives that control emissions.

@@WranglerJKLS No, I'm with you on this and I know they do, but the point that I was trying to make is that these agencies shouldn't be "making laws" and that they should follow proper law-making procedure: Take their recommendations to congress and congress then put them through the law-making process. These agencies have gotten away with doing that for a while, but EPA has gotten in trouble before for doing it and that's why the ATF is going to be next. Thank you for all the info you bring us in every video and I second what you tell people in this video to follow the law and don't take shortcuts when inspections are needed. 🤙

Another informative video . How does the different kinds of fuel factor into the calibrations ? Here in Oklahoma you can still get straight gasoline. The e10 and e85 only fuel station are slowly increasing . Does the ethanol in the fuel help with emissions? Would converting a non- flex fuel vehicle to be able to run on e85 help “ pass “ the tail pipe test ?

Well theoretically if you have a FF vehicle the virtual or hard FF sensor will compensate for the alcohol content. O2 at stoich remains about 1.5% on gas or alcohol. AFR with gas is about 14.7:1 and alcohol close to 9:1 so the engine needs to be flexible. A little alcohol is no big deal but a lot can freak out the OS.

Good luck next year (2024 it 2023 right now) California is adding sounds testing to the smog test if a vehicle is too loud, the vehicle will fail

We have had noise restrictions for many years, just not part of the test.
