Con este dispositivo podria saber cual de las lineas es la que tiene voltaje o fase.,, osea, diferenciarla del NEUTRO en caso de 120v?

Actually... I filed a patent on this idea in 1999... US Patent # US6265981B1
I used a timer though to invert the signal so when the line detect was lost, it switched on. This way the battery could last 2 years. Also the timer acted as a strobe controller for the LED. You just had to get close to the line with it in order for it to shut off.
