For a descent seaview apartment in popular central areas, the expectation should be to pay anywhere between EUR 1200 - EUR 1800 for a one to two bedroom. Think EUR 750 is not realistic.
i pay for a 3 bedroom house 700 eur. it has seaviews and country views. i am up north in st paul's bay. you can find affordable places, especially in winter prices usually go down. if people come to Malta from November to feb, prices are usually lower. summer is where the landlords are trying to make money.
been living in malta for almost 8 years now, I do recommend a car. i really do. cars you can find good ones, but you need to go with a maltese man as the car dealers will most probably try to scam you. i can write a book of my car buying encounters. my recent car I bought from my landlord and that is actually the first car that is perfect and was cheap to buy. i bought it 2 years ago and it is perfect. thanks be to God. going by bus is cheap but a real struggle especially if you work normal hours and you have to go to the office. busses in rush hour are always packed. some don't even stop since they cannot fit more people in. you really need a car in Malta. busses are for tourists who have time.

I agree with Alex. i give you an example from my latest payslip so you can do the calculations: my base gross salary is ca 2400 eur, then I get lunch allowance and investment allowance (means it is a pension that I get paid out as I did not want to get it paid into a fund), so my salary in total gross is roughly 2700. tax is 450 and social security roughly 240, which leaves me with 2014 something. that is actually a very good salary, considering my outgoings. the outgoings I have 700 rent, then ca 50 eur bills (water and electricity), super high-speed internet and mobile phone ca 72 eur, food and cat litter for 4 cats ca 150 eur, payment for my side business ca 130 eur (I am registered part-time self-employed as well), which I am currently building up, so no income from it, yet. so these amounts are my monthly basic costs and then the rest is for groceries, which are low in my case, and I rarely go out. i sometimes get takeaway which is ok pricewise. so let's say cost of living is ca 300 to 400 incl takeaways, so I can put aside ca 500 a month plus-minus. with a minimum wage it is difficult to live in Malta as most of it will be going to rent. i am alone, but I had a partner and we lived on that salary together and he had bits of income coming in as well, so our salary together was roughly 2500 and it was a bit of a struggle since we had outgoings on another business. it all depends on what you spend your money on. i would say 3000 net for 2 people is a very good start to live. rent will be your biggest expense.
Transportation costs are also relatively low, with a single bus fare costing only €1.50 and taxi fares being generally affordable.
