What the different between a sub feed breaker to a second panel for added breaker space, and installing a sub feed lug kit?

Sub feed breaker is a breaker that offers circuit protection. Sub feed lugs are just lugs that would give you no protection other than the main breaker for the main panel.

If I wanted to create my own ac combiner with 3 (line 200 amp 4 circuits. generator say 100 amp 2 circuits and load side from inverters 100 amp 2 circuits) bus bar, How would it be possible?
