But wouldn't you have to create a video file in c4d of the text rotating at the same speed as the cinematic because if you just put c4d text in Vegas and changed the rotation it wouldn't look right ?

Not automatic tracking, dont waste your time. It will only work on perfect videos or you'll have a lot of work to make the keyframes.
