Dialing 911 isn't really helpful for serious emergencies anyhow. Chances are, if you're calling 911, you'd do better to hang up and get into action, posthaste. Sure, call AFTER you've secured your position. Otherwise, the seconds you waste dialing and waiting could easily get you unalived.
You need to have the administrative phone number of your local police station on your phone. Fire department also. If 911 fails these numbers should still be up.
