Z31's are supposed to use ATF Dex3 Fluid

I hate to be a hater, but there are just so many things wrong here, and following this video could damage your car.
First, you do not use “power steering fluid” from the parts store. As others have pointed out, you need to use GM-approved Dexron automatic transmission fluid. Yes, the manual will tell you “Dexron III”, but that’s only because GM was only on version III when the Z31 was produced. Modern Dex-VI is fully backwards compatible, plus it is synthetic so it will last and protect longer. So refill with Dexron-VI. But whatever you use needs to be RED not clear.
There is a filter in the top of the reservoir. You need to remove it so you can really get down into the tank and pull as much old fluid out as possible. Plus, if you leave it in there you will probably damage it, including breaking off little pieces that could flow into and plug up your power steering pump/rack and ruin it.
Turning the wheel stop-to-stop without the engine running might actually push some fluid through, but the fluid ain’t flowin’ unless the pump is pumpin’ - the engine needs to be running when you rack the steering. Racking the steering is mainly to get air bubbles out - you definitely need to check your fluid level after that to ensure you have enough fluid in the system.
Please, folks - don’t follow this video!

Hey AG my 1986 300 Zoey is similar to yours. I replace almost every part in the engine bay except the engine and transmission. My next replacement is the power sterring resevoir. It just look dirty and seems fluid is leadking out from the resevoir or maybe the pump.

Do you actually turn the car over so it's running when doing this or just Axillary? It is not clear. I did it on Aux, turned the wheels as shown but nothing filled the reservoir......
