Yes, get the budwood! I did see "Choc Anon" at a nursery the other day that was just starting its flowering phase now, that variety flowers twice a year apparently. could be something related
My neighbor has a similar tree in Coral Springs. Produced full crop that ripened late June to mid-July. Bloomed again and as of today 9/13/24 has many maturing fruits, new fruit set and new blooms. Fruit are small, firm when ripe, has the appearance of Dwarf Hawaiian but taste somewhat like Neelam
Most plants respond to the length of the day. I would imagine it is the same with mangoes. In equatorial regions where mangoes do grow cool is relative😊, December is cooler than June.

Ask if you can take some wood for grafts!

You don't need cold to induce flowering , in south india temperature never drops below 70 even during winter nights and mangos still produce well
