Whitey was in a Plymouth MA correction facility after his capture. There's Jordan Hospital in the same town, yet when he has chest pain, they take him up to a Boston hospital. Hmm! It wouldn't shock me if he wasn't murdered but will be with Catherine Gregory on the cape.
So, as far as the "informant" v. "rat" issue is concerned... For me, it comes down to the definitions of the terms. In my mind an informant is someone who has "clean hands" offering information with absolutely NO expectation of receiving anything in return. A "rat" is someone who is involved in nefarious activities who has an expectation of receiving something of value (to the individual) in return. I fucking hate "rats".
Connolly and Morris are the only two that were known to have taken money from Bulger so far. There were probably others not mentioned that Bulger bribed, at least it wouldn't surprise me anyway.
I believe he killed so many people (business purposes) because he KNEW he could get away with it. Remember, FBI never charged him for anything not even petty crimes as misdemeanors.

There’s no way he was an informant given his offenses. The Department of Justice was trying to cover their tracks. Nothing more.
