She won the overall show in the end. But, as this episode shows she did not win every individual challenge; which is probably a good thing as loosing now and then keeps you sharp and trying to improve.

Past contestants have even said that after the time is done, they are then allowed to touch up the looks of their dish (if possible), and clean up their areas a bit sometimes. They want it to look presentable on television. AND yes this usually takes a little while. The food isn't always cold, but many times the freshly cooked dishes are very much cooling to room temperature at the point the judges start tasting.
The judges are circulating around while things are being cooked, and are tasting things in process. More food is cooked than is plated - so the judges often get a chance to taste something freshly cooked - but perhaps with a visual defect and won't be plated. Thus, they have a very good idea of how it really tastes before the final presentation.
Beccy is one of my absolute favorite chefs on this season. So glad she went on to win the whole thing.
