removing bounties after leaving the area is quite good, a few times I've caught a bounty and had them on their knees waiting to be picked up, i've left the world done a few quests returned to the world and the bounty has still be there on their knees waiting to be picked up, so i'm hoping thats what that means is now fixed....

Oh. It's not something I've encountered yet but that does sound like it's probably what they meant.
