OTOH the driver does IIRC have to provide the name of the keeper (in this case his employer), however the TCs will already know whether the vehicle is insured and would have seized it unless it was being driven with trade plates or by another cop.
The officer was right, section 164 gives them the power to ask for your license and in some cases your date of birth, while section 165 gives them the power to ask for your name, address and proof of insurance documents. so in saying under section 165 he asks for your personal details he was completely right...

All though it is an offence not to have your documents it's an offence you won't be prosecuted for if you produce them at a police station within 7 days. Even if you get summoned to court and give a good reason as to why you didn't produce them then you still won't get prosecuted as long as you can produce them in court.
