That officer is following the long held tradition of police everywhere of shouting at someone to stop in the street, demanding that they 'come here' and 'don't walk away', simply so they can ask them if everything is ok. It's like they're lonely or something and want someone to talk to. Why don't they go back to the station and talk to their mates and leave the rest of us in peace?
I guess that practice would soon stop if everyone gave an appropriate response such as: - "I will follow your commands as soon as you tell me you are detaining me. Otherwise they seem to have no legal basis." - "To judge from your rude commands, you are detaining me. Please explain why." - "Stand on one leg. Stick your right index finger into your left ear. Rethink your career choice." - "I do not talk to people I have not been introduced to." (I think I heard this one somewhere. Maybe even from AB?) The change in attitude from the cop from before he knew he was being filmed to after was very telling. If they think they will get away with it, they will talk to you like scum.
