Talking about Barnes, who still lives in the Wirral, he was a brilliant footballer but you don't have to be clever to be a good player - look at Gazza, George Best etc. Barnes is/was not the brightest spark, never was management material in my opinion. Johnson chose him just to have a big name in charge so he could flog the team to some Americans...
You can be very intelligent and not be a great manager, it is a particular way of seeing things and personality traits that allows you to be a good manager. And luck, too. There are plenty of managers who've had success despite having periods before or after that success when nothing went right for them. Circumstances and luck play a big part. But as I said, general intelligence or the lack of it doesn't decide whether you will be a good manager or not.
