I think Oda never really wanted to include romance in One Piece for any of the characters. It would make story more complex and add drama. Sometimes its good thing but in a manga/anime about adventure its redundant. Cause its always in the present and takes priority. So Oda focused on other kind of love. Like focus on siblings, friends, family, etc. Cause romance is personal experience and sacred for most of people. And One Piece is never about just one person or a couple. Even when Luffy or someone else is doing something the crew is always near or involved. They are into this together till the end. So romance would ruin this or make it cheap.

I can see at the end of one piece when most of the story is wrapped up, Luffy will casually go up to Hancock and just say “ok we can get married now.” Hancock then proceeds to lose her shit
