Not necessarily, Luffy gives nicknames to people based on first impression. He calls others by their name if they are his family, crew or someone he has a lot respect for. It's probably unlikely that he falls into the family criteria even if he is his biological father because he has never met him (so no feelings towards Dragon). There are 3 plausible reasons for why Luffy remembers his father's name: 1. He doesn't have an first impression. He just has information from Garp, therefore remembers his name. 2. (Improbable) Robin mentions who his father is and how important he is, so Luffy hearing that might have grown some respect for him. Though it is very improbable to be the case because he did not remember names of other important people. 3. (Unlikely) He might have just remembered it as an information (oh, that's who my father is, ok) We do see him connecting names of parents to people he knows so it isn't that far off. He might have made a connection to himself. That said we never really see him saying his father's name outloud, he might just acknowledge it because he recognises when he hears the name.

what is most important and greatest in this story is how mangaka Oda-sensei created the storyline, where a story at the beginning and each character's past will correlate with other characters who will appear in the future plus a story in the middle and end then becomes a very complex story that makes sense and can be accepted by most people... and I think Oda-sensei is really great at making this One Piece manga 👏😭👍
