This is not accurate. I stare at people all the time and I am very friendly in person even if I want you to go away.
You're better off to casually make small relatable talk about whatever is happening whilst not directly facing her (for example in a grocery store, you'd both be facing the same shelves casually), and if she engages in conversation and also faces you then you know at least she is open to talking and you can work from there.
Even then you don't know for sure but this whole eye contact thing is nonsense. She could be looking at you because you're creeping her out.
