You have to boot up certain games a certain amount of times. For example, to get Sonic 3 & Knuckles you have to load up standalone Sonic 3 and standalone Sonic & Knuckles 20 times each. (Which is a pretty stupid and tedious way of unlocking games in my opinion.)
