some paper punches will cut a disc about that size needed to plug the hole. For the air filter fix a thing piece of open cell foam can be applied over the stud. I actually have gotten into the habit of a secondary air filter, a full sheet of the foam cut to over size of the air filter, screw down the lid with it in place and you get a real snug fit secondary air filter and it also makes the primary filter sit down solid on the saw air box frame. I like your illustration on this governor fix, nice photos and clear explanation.
